I passed the LTO driver’s license exam. But, upon claiming my driver’s license card, there’s an issue. Let me share with you my first hand experience and tips on Backlogs LTO Driver’s License 2018.
Passing the LTO examination in getting a driver’s license is an important milestone for me as a mom. It is one of my goals achieved in 2017. I applied and passed the LTO exam for non-professional driver’s license last year but the issuance of card is not yet available during that time. I waited for some LTO updates.
During the start of summer 2018, a fellow mom told me that she was now able to claim her driver’s license card. She applied for a drivers license last year same with my application so I set my schedule to claim my card too.
My hubby accompany me to the nearest Land Transportation Office. First, we drop by to LTO Alabang but it was closed. We went to LTO Las Piñas instead to claim my driver’s license.
This was the second time around where I processed my driver’s license at LTO Las Piñas. It was remarkable. I applied my first driver’s license card here last year. Now, it is time to claim it.
At the entrance of the LTO Las Piñas office, there are service desk officers or assistants willing to assist you with the first step in any of your driver’s license transactions. Just a tip, make sure to bring the requirements needed depending on the type of transaction you’ll be processing with LTO. In my case in claiming my driver’s license card, I brought my original receipt and valid IDs. It is around 10:30am and the volume of people as expected incremented.

From the advisory, there’s a strict process that should be followed before claimants can receive their driver’s license.
ADVISORY ON THE 5 YEAR VALIDITY DRIVER’S LICENSE PRINTING/ RELEASING
Requirements:
- Physical pressence of claimant for the purpose of taking the biometrics ( fingerprints, picture, signature).
- Current DL or original official receipt (O.R.) paper license.
- Completely filled-out data form.
- Knowledge of blood type ( a new mandatory requirement).
- Dress code for female: No off shoulder/ Spaghetti strap/ tube/ sleeveless blouses
- Dress code for male: No Sando/ muscle shirt
As you can see in the photo, there are five procedures. In the announcement of backlogs, they also explained the processing time.
With my experience, the processing time is just fine. But, there was a problem on the encoding of data because upon checking my birth year was incorrect from their record. I told their staff that it is not my fault because I followed and have given all the requirements before. I even showed her my Government unified ID with my my birth date. Still, she insisted that I need to show her my PSA birth certificate. I am disappointed and started to get piss off, I take deep breath and calm down. I do not want to leave the LTO office without claiming my driver’s license. What do you think I did after that?
After taking a deep breath, I asked the LTO staff for their head to raise a complain or more of a help about this issue. The staff pointed the room of their chief for those issues and other related matters. I went to the door. It is open and I saw there are several people seating inside the room at the waiting area of their chief. The chief is speaking with a individual about his LTO documents and after their conversation, I moved and sat next to the seats at the waiting area. After the next person, the chief asked me on what is my concern and what he can do for me. I think he is smart and talk fast as he said that we need to move fast to accommodate more concerns. I forgot his name. I smiled and informed him about my concern. He smiled back and joke that I look young that might be the reason why the encoder incorrectly entered the wrong birth year. The quickest solution to the issue with my birth year is to request for a change in birth date. Since I do not have a PSA birth certificate on hand, the chief considered my two valid IDS with my birth date on my ID. He instructed me to have a photocopy of these ID’s and send it back to him. In few minutes, I have it photocopied. He gave me a form for a request for a change in birth date and I filled up the necessary information. He attached it with the photocopy of my valid ID’s with a note and his signature. There is a charge for the request for a change of birth year. Even if it is not my fault for wrong encoding, I have to pay for it? I calm down as usual and just think that I need to finish this as soon as possible so I paid. I thanked the LTO chief. Then again, I followed the procedure from step 1 to 5.
Finally, after 20 or 25 minutes, I claimed my driver’s license. My heart is filled with happiness holding my first-ever LTO driver’s license.

- When claiming your LTO driver’s license, bring not only the original receipt but also your valid ID’s with birth date on it such as SSS ID, TIN ID, etc. which I did.
- When there’s an issue (encoding, documentation issue) in claiming your driver’s license and it is not your fault, it is best to ask help from the LTO chief.
The Land and Transportation Office (LTO) is continuously improving their system. Starting 05 July 2018, the Land Transportation Office (LTO) will begin to release vehicle license plates nationwide! According to LTO Assistant Secretary Edgar Galvante, circulation of the plates is already finished, with distributions to regional offices ongoing, and later on to be released on 05 July 2018.
